There is a plugin called SchedueledAnnouncer2 that will auto broadcast messages.
For Example, every 30 seconds you could have [DigitDomain] Welcome to MeMyselfAndPi's Server!
Then [DigitDomain] /sg join 1-4 to join SurvivalGames
then [DigitDomain] /ss join 1 to join spleef

dev(dot)bukkit(dot)org/server-mods/scheduledannouncer2/

As long As the plugin is for the 1.5.1 server, I think that would work great. Just I think the delay could be longer than 30 seconds,
